Can I create a comic template in Microsoft Word or Google Docs?

While possible, it's not ideal. Word and Docs are primarily word processors. You'll have limited control over precise panel shapes and placement. It's better suited for adding text and dialogue once you have a template created in a more visual design program. Use tables to create panel structure, but be prepared for limitations.
