What should I do if I have already tried all the basic troubleshooting steps for error 1100 and it persists?

If basic troubleshooting hasn't worked, try using a different computer. There might be a problem with the computer itself. You could also try downloading the IPSW file (the iOS firmware) manually from a trusted source and then attempting to restore using that file in iTunes/Finder.
